To set the default visibility state for the dynamic block reference

  1. In the Block Editor, click Manage Visibility States.
  2. In the Visibility States dialog box, select a visibility state in the list.
  3. Click Move Up until the selected visibility state is at the top of the list.
  4. Click OK.
