To change the order of the visibility states list for a dynamic block reference

  1. On the Block Editor toolbar, click Manage Visibility States.
  2. In the Visibility States dialog box, select a visibility state in the list.
  3. Click Move Up or Move Down to change the order.
  4. Repeat steps 2 and 3 until the list of visibility states is in the correct order.
  5. Click OK.
